Mobilization and Contingency (MAC) Plan

America’s war on terrorists, precipitated by the attack of September 11, 2001, means the Army Child and Youth Services (CYS) mission “to reduce the conflict between parental responsibilities and mission requirements” becomes absolutely essential. Not since the days of Operation Desert Shield/Desert Storm, more than a decade ago, has CYS contingency planning been so important to Army Soldiers and their families.

In 1994, as a result of Desert Storm “lessons learned“, a Mobilization and Contingency (MAC) Handbook was issued addressing Child Development Services (CDS) operations. The consolidation of child and youth programs into the seamless delivery system offered through CYS required a revision of the procedural guidance concerning Extraordinary Contingency Conditions to accommodate this wider scope of operational responsibility. The resulting CYS MAC Tool Kit outlines a coordinated approach for installations to develop, implement, and monitor a plan for CYS support during mobilizations, deployment, natural disasters and other contingency situations.

The contents are intended to address CYS responsibilities during military deployments, emergency situations, natural disasters and other contingencies. Installations document existing care capabilities and project anticipated care/supervision requirements as well as outline potential care/supervision options and support services.
