Eligibility

  • Families Eligible for CYS Programs & Services:
    • All Active Duty Soldiers
    • All Activated Guard and Reserve Soldiers
    • All Mobilized Army National Guard and U.S. Army Reserve Soldiers
    • All Department of Defense civilians
  • Special Needs Children: CYS has a Special Needs Accommodation Process (SNAP) in place at each Garrison. If your child suffers, for example, from allergies or Attention Deficit Disorder, or has been diagnosed with a physical or psychological condition, this accommodation process brings together child care professionals, physicians and counselors to determine how CYS can best meet the needs of your child.
  • All families are required to fill out the Special Needs Health Screening Tool form (PDF 36KB). Complete one form per child and bring it to the Central Enrollment office at registration. If it is determined that your child has a special need, the Central Enrollment office will set up a SNAP meeting.

Registration Process

1.Call the Central Enrollment office at your Garrison to set up an appointment to register. Registering with CYS Services at your Garrison gives you access to all the programs that CYS Services at your Garrison has to offer.

2.Plan to bring additional information such as a military ID card, shot records for each child that you plan to register, etc. Before going to the Central Enrollment office, be sure to check with your local Garrison so that you can arrive prepared.

3.If you are registering for sports and activities offered at your Garrison, download the CYS Health Assessment Form (PDF 23KB). Bring it with you to the Central Enrollment office.

Fees

Child care fees are based on Total Family Income (TFI), not rank or grade. The Army funds the difference in what you pay and the actual cost of care.

Total Family Income (TFI)

TFI is gross earnings before taxes. According to the DoD, this includes:
  • Wages, salaries and tips
  • Long-term disability benefits
  • Allowances for housing and subsistence, which are based on grade and status*
  • "In kind" allowances - the value of meals (BAS) and lodging (BAH) if a parent lives on the installation and/or eats in dining facilities*
  • Specialty pay
   What is NOT counted in TFI:
  • Combat zone pay, hostile fire pay, and imminent danger pay
  • Variable and overseas housing allowances (VHA and OHA)
  • Family separation pay
  • Child support and/or alimony
  • Cost of living allowance (COLA)

* You can obtain Basic Allowance for Housing (BAH) and Basic Allowance for Subsistence (BAS) information at the Defense Finance and Accounting Service Army information portal – under "Understanding Your Military Pay", select "Allowances".


  • How child care and school age fees are determined:
    DoD has established six child care income categories based on TFI levels, with a fee range in each category. A Family's TFI determines its unique income category (1 - 6).
    • The Army sets a standard fee in category 1, usually the lowest possible amount allowed by the DoD, and this fee is the same throughout the Army.
    • The Garrison Commander selects a fee for each category 2 through 6.
    • Fee rates vary by location, but all are within DoD income category fee ranges. Each Family's fee depends on its income category and the fee rate established for your installation.
  • Fees may be further reduced if you:
    • Have more than one child enrolled in CYS programs
    • Choose the combined Before and After School Option for School-Age services
    • Volunteer to work within Child, Youth & School Services
    • Can document financial hardship
  • Fees for Summer and Seasonal Camps may be charged in a number of different ways:
    • Fees may be included in a twelve-month school year program (if approved by your Commander)
    • Fees may cover a summer only period
    • Fees may be charged on a weekly basis as for specialty camps

Waiting List

The goal of CYS Services is to provide each Family with a child care option that meets their needs. Because there are a limited number of spaces available, in some locations it may be necessary for Families to be placed on waiting lists. A Family does not have to register prior to being placed on the waiting list.

Orientation

CYS Services representatives will schedule program orientations for every new Family during registration.
